Access to oil and gas infrastructure

The infrastructure code of practice is a voluntary arrangement developed by Oil & Gas UK in consultation with the Department for Business, Energy and Industrial Strategy (BEIS).

Under the arrangement, offshore oil and gas companies have agreed to publish technical and commercial data about the pipelines and facilities that they operate on the UK Continental Shelf (UKCS) in order to facilitate the utilisation of such infrastructure for the development of remaining UKCS reserves. SEGAL system

The Shell-Esso Gas and Liquids (SEGAL) system incorporates the Far North Liquids and Associated Gas System (FLAGS), the Fulmar Gas Line (FGL), the receiving terminal at St Fergus, the Mossmorran NGL fractionation plant and the Braefoot Bay loading facilities in Fife. It currently processes wet gas from UK and Norwegian fields. An extensive rejuvenation programme was completed in 2012.

The Shell-Esso Gas and Liquids (SEGAL) system terminal at St Fergus is located 65km north of Aberdeen and has a capacity of 32 million sm3/d of wet gas.

There are two pipelines feeding into the St Fergus terminal:

  • FLAGS Pipeline - nominal wet gas capacity 33 million sm3/d.
  • Fulmar Gas Line (FGL) - nominal wet gas capacity 12 million sm3/d.

Following the removal of sales specification gas at the St Fergus terminal, the remaining NGL mixture is transported to the Mossmorran NGL fractionation plant in Fife, which has a capacity of 12,500 tonnes/d.  The propane, butane and condensate are subsequently transported and redelivered to Braefoot Bay for onward shipping.

The equity ownership of the SEGAL system is:

  • ExxonMobil - 50%
  • Shell - 50%

The operator of the SEGAL system is currently Shell U.K. Limited.

Esso indicative tariff for the SEGAL system

The tariff is subject to hydrocarbon composition and specific commercial and technical terms of the service but is expected to be in the range of 0.5 - 3.5 pence/sm3 for a wet gas TPFA service as of January 2015, escalated annually and valid for the next five years.
